The Virginia Court Clerks’ Association (VCCA) held its annual convention in September 2024 and installed its Officers for 2024-2025.  This year’s President is Kelly Flannagan from the Bristol Circuit Court. Kelly was sworn in as the Virginia Court Clerks’ Association President in September 2024 and will serve in that capacity for the next year.  Kelly was appointed Interim Clerk in the Bristol Circuit Court Clerk’s Office in 2013 and was elected into office in 2014. She is an active member of the Virginia Court Clerks’ Association (VCCA), which includes all 120 of the Circuit Court Clerks in Virginia. 

Since 2014 when Kelly was first elected into office, the Circuit Court Clerk’s Office has worked hard to make changes that will make the office more efficient and bring an added level of convenience to courthouse staff, attorneys and the general public.

The initial goals have been met. Deed books are back-scanned 40 years, judgments, financing statements and old marriage licenses are being back-scanned, VJEFS is implemented, credit cards are now accepted, a new Evidence Room is in place, and Criminal and Civil files are available through OCRA. EZJury is now being utilized for jury management, allowing jurors and courthouse staff to manage juror qualification and scheduling online.

We are now moving on to brand new projects, addressing plats and the preservation of our oldest files. Stay tuned!

Since 2021, the VLTA and the VCCA have met quarterly to develop a relationship between the associations. These quarterly meetings include discussions of challenges from both associations to foster good communication between the associations with regard to title searches and recordation throughout the Commonwealth of Virginia. These quarterly meetings include the VCCA President, President-Elect and First Vice President, and the VLTA Past President, President, President-Elect, and the VLTA Executive Director.


Becky Taylor began her employment with Titleworks Inc. on May 29, 1995 as a settlement processor and post closer. She quickly moved to take on more administrative responsibilities to become Vice President as well as keep an active role in the settlement process. She assumed the role of owner, CEO and President of Titleworks Inc. in 2006. She is a graduate of Clemson University, mother of a Washington & Lee University graduate, Virginia Notary Public, and as of February 2024 is now a grandmother and currently serves as President on the Board of Directors for the Virginia Land Title Association. In January 2024, Ms. Taylor and Titleworks Inc. merged with Cobalt Settlements, LLC and Attorney Jeff Nowak. Ms. Taylor is a Virginia Certified Title Settlement Agent (VCTSA), a Virginia Certified Title Examiner (VCTE), and an ALTA National Title Professional (NTP). Ms. Taylor has been a licensed title agent since August 25, 1995 and has over thirty (30) years of experience in real estate settlements.
